If you listen closely, you'll hear it: it's the sound of 147 Republicans who hope to replace Sen. Thad Cochran weeping.

OK, maybe it's not quite that many. But Mississippi pols have been jockeying for position for a while on the chance that Cochran, who is so old that he remembers a time when Congress did stuff, retires when his term is up.

But Jonathan Martin of the New York Times wrote on his blog, The Caucus, that Cochran, 75, is raising money like a first term representative.

Martin notes of Cochran:

"He is hosting a breakfast Friday morning at a Capitol Hill restaurant, charging $500 for individuals and $1,000 for political action committees. Next month, Mr. Cochran will attend another, pricier breakfast featuring former Gov. Haley Barbour of Mississippi at Mr. Barbour’s namesake Washington lobbying firm. And in November, Mr. Cochran is staging what he’s billing as a “fall retreat” at a new resort in Middleburg, Va."

Earlier this year, Cochran held fundraisers in West Point, Miss., and Washington D.C., records from the Sunlight Foundation's Political Party Time site show.

It's likely a safe Republican seat, though a high-profile Democrat could creep in if the Republican primary leaves the nominee bloodied and weak.

At this point, Cochran is kind of like a dominant male lion at the watering hole. Other Republican hopefuls just have to sit back and wait for Cochran to have his fill (serving in the Senate is the water in this analogy).

If they don't, Thad will have them for lunch.

So tonight I got a text that WAPT had done my story from a couple weeks ago about Robert Henderson, the pardoned felon who is now working for Council President (and mayoral candidate) Frank Bluntson. But when I watched the report, I realized that WAPT actually completely cribbed my enterprise reporting, including the pardon and other details, with no attribution to me or anyone else. Not to mention, they talked about "some taxpayers" supposedly being upset about it without actually talking to any of them.

Then, they have District Attorney Robert S. Smith on camera at the end saying that everyone deserves a second chance, including Henderson. Let's just say this is a very different story than the DA told me a few years back when speaking about Mr. Henderson.

But back to WAPT: This piece was shoddy journalism at its worst. I expect better out of y'all and, at the least, credit where it's due.

A few updates from the music world...

It’s unclear exactly how Stephen Gene Davenport died, but what is clear is that more happened than authorities have publicly disclosed.

Davenport died on April 21 after an apparent scuffle with deputies from the Lauderdale County sheriff's department.

Sheriff Billy Sollie told media outlets two of his deputies were also injured.

"The individual was placed in restraints. The individual became unresponsive," Sollie told WTOK. "Metro Ambulance was contacted, and he was transported to a local hospital where treatment was rendered. But he passed away at a local hospital."

The news station reported that Davenport, 40, and another man were fighting when deputies arrived and tried to intervene.

WTOK also reported that Davenport's mother said he fought with drug addiction and had no ill will toward the police.

Davenport's death came one week after Freddie Gray died while in police custody in Baltimore.

Baltimore Deputy Police Commissioner Jerry Rodriguez said Gray died from a severe spinal cord injury.

"What we don't know, and what we need to get to, is how that injury occurred," Rodriguez said in a press conference.

Hopefully, the same is true of the Davenport case.

Glad we got that straight.

In a segment on MSNBC's Morning Joe, Haley Barbour (looking disturbingly like he'd swung by a mortician's office on his way to the broadcast) opined—in the dulcet tones of that version of his accent that he uses for national TV—that he's not particularly offended by the Mississippi flag ("or the Confederate flag for that matter"), but he'll be happy to let "the people" decide.

He also pitched his apology to the freedom riders and the civil rights museum that "we're" building as evidence of the progress under his administration.

Also... is it me, or is it super interesting that they all just call him "Haley."

I almost wonder if he pitched this segment while they were all sitting around his bar last night.

After that exchange, stick around for a little whitewashing of his "leadership" after Katrina and a pitch of his new book.

Lord have mercy.

It's back to school time which means time to figure out financial aid, student loans and other expenses for most college students. Smart Asset, a financial advising website, has created a Student Loan Calculator for students to estimate how much they will owe monthly and in total by the time they walk across the stage. "It is fitting that on the eve of the 62nd anniversary of Brown v. Board of Education, the court has ordered Mississippi to make a significant stride forward in achieving the ideal set forth in Brown - equality in our public school system.

"However, with the court's ruling, we're reminded that equality in our state's public education system has not been pursued 'with all deliberate speed,' but instead has been a long, hard struggle that many Mississippians have fought for, and continue to fight for, to this day.

"Democrats in Mississippi will continue our work to ensure that all students, regardless of race or zip code, will have equal access to a quality, fully-funded public education system."

Spirit Halloween, owned by ACON Investments, is running ads for costumes the company labels for teens and tweens with sexual references and innuendo.

The Mississippi State Chapter of the National Organization for Women, a liberal feminist group, and Concerned Women for America, a conservative group, are two organizations that rarely see eye-to-eye. Spirit Halloween's advertisements, which blatantly market sex to underage girls, have given the groups a common enemy to fight.

One advertisement for a "Rag Doll Teen Costume" finished with the lines: "you are all grown up now, so why not find out if big boys like to play with dolls!"

Spirit Halloween responded to a campaign on Twitter and Change.org by removing most of the sexual references in their teen and preteen costume descriptions. Many parents are still boycotting the company, though, because they still sell many costumes for minors which feature short skirts, low-cut tops and long stockings, which the women at NOW think are too sexual for young girls.

“Although Spirit changed the shocking sexual content in many of their kids’ costume ads in response to a Twitter campaign by outraged parents and consumers, the issue still remains that Spirit Halloween and its owner, ACON Investments have refused to pull their totally inappropriate sexualized children’s costumes off the market. They are marketing extremely revealing, short, tight-fitting dresses and skirts to our children – many of their kids costumes look like adult fantasy sex costumes. This is not about adult women's choices to wear sexy costumes, this is about Spirit Halloween and ACON marketing sexualized costumes to girls as young as 9 and 13 years old – they are offering sickening and horrible costume choices for children that parents don’t want,” Miss. Now president Laurie Roberts stated in a press release.

Mayor Chokwe Lumumba at today's special meeting of the Jackson City Council put forth a $502.5 million budget proposal, which represents a 43.3 percent increase in spending over last year's budget of $350.8 million, to be funded by rate increases on water and sewer services and a return of "overfunding" for Jackson Public Schools.

"This can has been kicked down the road for years," Lumumba said. "I don't see the point in kicking it any farther."

The "can" Lumumba referred to is an aging sewer system, a consent decree from the Environmental Protection Agency that calls for $400 million to be spent over the next 18 years, drainage issues and street repair needs that far outpace the budget allocated to fix them. Lumumba admits his new plan won't solve those problems either, but the first-term mayor assured the council and crowd of approximately 50 that his plan is "a step in that direction."

The budget increases a handful of departments by a small percentage, but, under the plan, Public Works would grow by a whopping $22 million to a total of $398 million.

So, how's the city going to pay for it?

If the budget is passed as-is, the average rate for water will increase from $15/mo. to around $21/mo. and the average rate for sewer will shoot from $14.50/mo. to just over $31/mo., according to the Lumumba. For people who can't afford that increase, the city will set aside a special fund - the Vulnerable Peoples Fund - that the mayor said will have $175,000 in it to help people with fixed income.

City Finance Department Spokesman Rick Hill said that increase will produce a little more than $30 million in additional revenue for the city. In addition, Lumumba said 5.53 mills that were never supposed to be allocated to Jackson Public Schools will account for an additional $6.4 million to balance the budget.

The city council has a couple of weeks to research and respond to the mayor's proposal, and a public hearing has been set for 6 p.m., Sept. 5, at City Hall for citizens to weigh in.

Operation Shoestring just announced the panelists for its annual "Conversation About Community" luncheon: Jackson Mayor Chokwe Lumumba, former Gov. Haley Barbour and Wells Church pastor Rev. Keith Tonkel.

The event, which highlights and raises funds for Operation Shoestring's work with children and families in central Jackson, is scheduled for Thursday, Nov. 14, at the Jackson Convention Complex (105 E. Pascagoula St., 601-969-0114), from 11:30 a.m. until 1 p.m.

The featured panelists "will make public a conversation that’s been happening in living rooms and around kitchen tables across Jackson for a long time now," states a release about the luncheon. "Our capital city faces a declining tax base, a growing urban-suburban divide, struggling schools, crime and poverty. If Jackson, or Mississippi, for that matter, is going to rise, the solution will require our collective buy-in."

This year's "Conversation About Community" will be a frank, open talk about solutions.

“The potential of this event is enormous. Mayor Lumumba and Gov. Barbour bring vastly different perspectives to the task of moving our city and state forward. Providing a safe space for open dialogue between these two, with a faith-based voice of ‘what’s right’ coming from long-time central Jackson pastor Rev. Tonkel, has the potential to impact the trajectory of our city’s future in a profound way,” said Robert Langford, Operation Shoestring's executive director, in the release.

The organization's signature annual fundraiser was created as a way to put into action its mantra that “we all rise together.” The idea is to create a safe space for people and organizations from across the larger Jackson area, from all walks of life, to engage in open discussion about the critical issues that impact the children and families Shoestring serves in central Jackson and, ultimately, the larger Jackson community.

The American Family Association has no love for the release of the film "Fifty Shades of Grey” for the upcoming Valentine's Day Weekend.

In a news release today, the Tupelo-based nonprofit threw some shade of its own at the movie, which is based on an E.L. James novel of the same title, calling it sexually graphic and degrading to women.

“Nothing in ‘Fifty Shades of Grey’ builds up society, respects or empowers women or demonstrates healthy relationships,” said AFA President Tim Wildmon in the release. “Rather, the film glorifies abusive relationships and glamorizes abusive tendencies such as stalking, bondage sex, intimidation and isolation."

This sudden gush of concern from the same organization that often disrespects LGBT women (and men) by calling them immoral. AFA also recently said the landmark Roe V. Wade decision, which protects the right of women to have abortion, is tantamount to a "war on women." Reproductive-justice advocates and people possessing a uterus, however, say abortion access empowers women to make decisions about their bodies that can have positive impacts on their lives.

A quick search of the AFA's website turned up no support of, say, equal-pay legislation at either the state or federal level. Also, while the AFA writes frequently on the harms of domestic violence, it's usually in the context of its tirades against the pornography industry and not simply protecting the safety of women.

"A more apt title for the movie would be 'Fifty Shades of Evil,'" Wildmon said in the release. "Without question, this film will have a corrosive effect on cultural views of what normative sexuality ought to be. Healthy relationships seek to safeguard the emotional and physical well-being of another; this film promotes inflicting emotional, physical and psychological harm on another for the sole purpose of self-serving sexual gratification. It is the epitome of elevating abuse, and we call on all theaters to reject promoting such abuse on their screens.”

In the meantime, AFA is supporting a social-media movement, #50DollarsNot50Shades, that encourages potential moviegoers to donate $50 to a local domestic-abuse shelter instead of going to see “Fifty Shades."

So there's that.

Mississippi has earned a D- grade on the Center for Public Integrity's 2015 investigation of state government transparency and accountability issues. The state's overall rank nationally is 33rd out of 50 states.

After this year's election, it should come as no surprise that Mississippi was ranked last in the campaign-finance category.

As early as the primary elections, disputes over personal campaign-finance spending raged. For example, Stacey Pickering, the state's auditor, used campaign-finance money to buy an RV and a garage door. He said at the time that the FBI was not investigating, despite reports to the contrary.

Advocacy organizations played important roles in the campaign-finance game too--especially in DeSoto County where four Republican legislators were ousted for their anti-charter school views when Empower Mississippi, a pro-charter organization, funded their opponents' successful campaigns.

The only regulations in place in Mississippi state law limit corporate donations to candidates or political parties. Individuals, lobbyists, political initiatives or political action committees are not limited in their spending on candidates or campaigns, an important factor in the Initiative 42 public-school funding campaign and the "Vote No" anti-42 campaign this last election. Dark money--donations made through or by organizations with no transparency about motivation or primary sourcing--influenced both sides of the Initiative 42 debate.

Mississippi also received failing grades in the following categories: public information access, electoral oversight, executive accountability and judicial accountability.

The report stated that Mississippi could rise from its last-place rank if legislators would examine and update campaign-finance laws in the state.

The U.S. 5th Circuit Court of Appeals has denied Gov. Phil Bryant and MDHS Executive Director John Davis' motions to stay the injunction that blocked House Bill 1523 from becoming law. Bryant and Davis asked the court to expedite their appeal, and that application was also denied.

The 5th Circuit did allow the two HB 1523 cases to be consolidated, but the court will not issue a stay on U.S. District Judge Carlton Reeves' injunction or expedite the a hearing for the governor's appeal of the bill.

The conservative legal organization, Alliance Defending Freedom, is providing co-counsel for the governor's appeal in the 5th Circuit. HB 1523 was based, at least in part, on language from a model policy that ADF sent to the governor's office before same-sex marriage was legalized nationally in 2015.

Rob McDuff, one of the lawyers for plaintiffs, called the order a great victory.

"Two and a half months after we filed this challenge to HB 1523, the federal courts once again have held that the bill should not take effect. This is a great victory for the thousands of Mississippians who have opposed this bill in the name of tolerance and fairness and dignity for all," he said in a statement to the Jackson Free Press. "Although the Governor apparently will continue with his appeal, this is an important milestone in the battle against this completely misguided piece of legislation."

“We are pleased with the Fifth Circuit’s summary denial of the governor’s motion and look forward to final resolution of this matter in our favor,” said Beth Orlansky, advocacy director of the Mississippi Center for Justice said in a statement.

Alright, I am about to leave the office and hop on I-55 to Memphis, where I'll join up with MTV, VH1 and the Flaming Lips as the band tries perform a world-record 8 concerts in 24 hours. All the while, they will be hosting the O Music Awards, which will be broadcast for the entire 24 hours on OMusicAwards.com. I'll be taking the entire trip, hopefully. I'm definitely going to be there from Memphis to Jackson, including shows in Clarksdale and Oxford. Whether I continue on to Hattiesburg, Biloxi, Baton Rouge and New Orleans is largely up to the glorious Donna Ladd. I will be updating the blog with words and photos whenever I get the chance from the road. Update 5:54 p.m.: I called my contact with MTV on my way to Memphis to ask where I need to meet the media caravan. He told me that the bus was full, and I was not on the list, as Gayle from Text100 told me I was June 19. He is still going to give me passes to all of the shows, but I don't have a ride.

Gayle was extremely apologetic, and said there was something lost between her and the folks at MTV. She thought I was on the list.

Since I would have been stuck in Memphis with no ride, I came to Oxford, where I have friends going to the show. I'll be going to the show here, starting at 9 p.m. and following the band to Jackson (if my ride doesn't fall through, again).

My plan is to follow them on to Hattiesburg, and probably call it quits after that, as I don't think I'll be awake enough to drive after that. I'm pretty bummed that I didn't get on the media bus, especially after I was told that I had a spot on it. Not going to let it ruin my night, though. I'll still give you all updates from the road. I think Virginia Schreiber will take the photos in Jackson. I'm sure she'll share those as well. Check back for more updates from road, from Oxford to Hattiesburg...

Update 7:49 p.m.: I'm sitting at Ajax in Oxford. Just got a call from MTV, they said there is room on the bus after all. I already have a ride from Oxford to Jackson, and we can get to Jackson faster than caravan. So I'll get on media bus after Jackson show and follow the rest of the tour. Great to know someone got on the list and didn't care …

Miso in Fondren will close this Saturday, with Derek and Jennifer Emerson, owners of Walker's Drive-In, taking over and renovating the space in the Fondren Place building at Duling and State Street. Their new restaurant, which they plan to open later in the summer, will be a wine bar and small plate lounge.
