Mumme's the Word on New Belhaven Football Coach

Belhaven University and the Department of Athletics is pleased to announce that Hal Mumme will be the next Head Football Coach. Mumme comes to Belhaven from Southern Methodist University, where he served as an Assistant Coach and Passing Game Coordinator under Head Coach June Jones in 2013.

“I heard for years Hal Mumme’s reputation as a football genius and innovator,” said Belhaven University President Dr. Roger Parrott. “Then when I got to know him personally, I was amazed at how what we as football fans see on the field is just the tip of the iceberg of this remarkable coach and leader. I am excited for our students, our players, and our alumni, because Belhaven football is going to join the “Air-Raid” and soar, with Hal Mumme coming to be our head coach.”

Under the coaching of Mumme, SMU quarterback Garrett Gilbert set multiple single game and single season records during the 2013 season. Gilbert racked up 635 yards of total offense against Temple, seventh most in a game in NCAA history. Gilbert also recorded single season school records, second for most total offensive yards (3795), second in passing yards (3528), and first in completions (335). As a team, the Mustangs recorded 5,222 total yards with 4,097 of those yards coming through the air in 2013.

“I want to thank Hal for his work over the past year,” said SMU Head Coach June Jones. “He is an innovator and a friend. I really enjoyed the time we spent together. We wish him well at Belhaven.”

Mumme not only brings experience as an assistant coach at the NCAA Division I level, but has been a head coach at Division I Kentucky, New Mexico State, and Southeastern Louisiana. Mumme was also the Head Coach at NCAA Division II Valdosta State, Iowa Wesleyan (NAIA), and most recently McMurry (Division III and now Division II).

Mumme spent four seasons at McMurry and led the team to a 27-16 record, including three consecutive winning seasons. Mumme resurrected a McMurry program that had lost 13 consecutive games and had not had a winning season for eight years prior to his arrival. In 2011, Mumme posted a 9-3 record with the team and secured McMurry’s first postseason victory since 1949 by beating Trinity in the first round of the Division III playoffs.

Mumme began his coaching career in the NAIA at Iowa Wesleyan in 1989 and led the Tigers to the playoffs in 1991. In 1992, he moved on to NCAA Division II Valdosta State and then to Kentucky in the SEC where he coached Number One NFL Draft Pick Tim Couch. In 1998, the Wildcats went 7-5 and played in the Outback Bowl, becoming the first coach to take the team to a New Year’s Day bowl game since Bear Bryant in 1951. DOR Not Coming to Downtown Jackson

The Mississippi Department of Finance and Administration, which oversees the operation of state buildings, has recommended the former Worldcom Building in Clinton as the permanent home for the Department of Revenue, now housed in what's practically a shed, also in Clinton.

Downtown Jackson had been a front-runner for agency HQ, especially after a 2011 report commissioned by then-Gov. Haley Barbour said buying the Landmark Building would be the cheapest option for our cash-strapped state.

The issue has since become politically charged with Speaker Philip Gunn wanting to keep the agency close to his Clinton district.

DFA explains its rational in the following verbatim news release:

MS Department of Finance & Administration Recommends New Location for the MS Department of Revenue

Today, the MS Department of Finance & Administration has determined that, on the basis of receiving the highest evaluation score, the Mississippi Department of Revenue should execute a 20 year lease agreement with Duckworth Realty for the relocation of its offices to the South Pointe Building (the former Worldcom Building) in Clinton, MS. The initial annual cost to the State would be $2,878,000 resulting in a total cost of $41,428,492 (net present value) for the term of the lease agreement. This offer represented the lowest total cost to the State. The proposal submitted by Duckworth for the South Pointe Building includes 187,511 square feet of office space, 600 parking spaces, tenant improvements, security and janitorial services. The lease term would begin July 1, 2014.

Kevin J. Upchurch, Executive Director of the Mississippi Department of Finance & Administration, stated “We are pleased to have a more permanent solution to the issue of housing the MS Department of Revenue. The selection process was thorough and comprehensive. The main objectives of this process were the cost to the taxpayers, ease of access for citizens, and securing a more permanent, functional facility for MDOR employees. I am satisfied that this location meets all of those objectives.”

On November 1, 2012, DFA issued a Request for Proposal (RFP) to obtain new offices for the Mississippi Department of Revenue (MDOR) via a long term lease. A team consisting of three DFA employees and two MDOR employees was assembled to evaluate all proposals based on pre-defined calculations and scoring criteria. The State received six proposals and three were selected for further review. The three finalists were Hertz Investment Group, LLC (The Landmark Building), Ergon (Diversified Technologies Building), and Duckworth Realty (South Pointe Building).

DFA contracted with Allred Architectural Group, P.A. of Ocean Springs, MS to perform test fit analysis, building assessments, and environmental assessments of the three proposed buildings. This review was designed to determine each building’s ability to meet the needs of the MDOR. The review was also designed to identify any deficiencies within the buildings. Federal, State Indictments Rain Down in DMR Probe

Bill Walker, the former executive director of the Mississippi Department of Marine Resources, and nine other people have been indicted on state and federal charges related to an ongoing investigation into the state agency's spending.

State Auditor Stacey Pickering issued the following statement:

GULFPORT, Miss.- Federal and state grand juries returned indictments this week following a joint investigation into the activities of the Mississippi Department of Marine Resources (“DMR”) and a $3 million grant issued to the City of D’Iberville, announced U.S. Attorney Gregory K. Davis, FBI Special Agent in Charge Daniel McMullen, Mississippi State Auditor Stacey Pickering, Second Circuit District Attorney Joel Smith and Nineteenth Circuit District Attorney Tony Lawrence. The State Auditor’s Office also issued civil demands totaling more than $1 million.

William W. Walker, 68, of Ocean Springs, Scott J. Walker, 34, of Ocean Springs, Sheila Tina Shumate, 52, of Saucier, and Joseph C. Zeigler, Jr., 66, of Gulfport, have been named in a five-count federal indictment, returned on Tuesday, November 5, 2013, charging conspiracy to commit federal program fraud, federal program fraud, conspiracy to commit mail fraud and mail fraud involving DMR and the Mississippi Marine Resources Foundation.

Scott J. Walker is also named in a separate federal indictment along with Michael Janus, age 47, of Biloxi, charging conspiracy to commit program fraud, program fraud, bribery in connection with a federal program and money laundering. The indictment alleges that Walker and Janus caused a false invoice in the amount of $180,000 to be submitted to the City of D’Iberville for payment of consulting services.

A Harrison County grand jury returned indictments this week against Sheila Tina Shumate, Leslie Young Gollott, Susan Perkins, Jere Grant Larsen, Jr. and Kerwin Cuevas for multiple counts of fraud and embezzlement which allegedly occurred during their employment with the Department of Marine Resources.

In addition, the Mississippi State Auditor’s Office issued demands against ten individuals as part of this investigation totaling $1,022,308.55. The individual demands are listed below:

I appreciate the hard work and cooperation from the local, state and federal agencies involved including our Special Agents, District Attorneys Joel Smith and Tony Lawrence, Gregory Davis, U.S. Attorney for the Southern District, and Daniel McMullen, Special Agent in Charge for the Federal Bureau of Investigation.”

The public is reminded that an indictment is an allegation that a defendant has committed a crime. All defendants are presumed innocent until and unless proven guilty.

On Final Day of Session, a Million Statements

The 2013 legislative session temporarily drew to close today. Because lawmakers failed to renew the state Medicaid program, Gov. Phil Bryant will have to call a special session sometime before July 1. Anyhow, a lot of people had stuff to say, mostly through emailed press statements.

Here's a flavor from around the Capitol:

From Lt. Gov. Tate Reeves:

JACKSON – The 2013 legislative session brought landmark education reforms, including public charter schools and rigorous literacy standards for students, a conservative $5.7 billion budget for fiscal year 2014 and new laws aimed at strengthening and protecting families, Lt. Gov. Tate Reeves said today.

Of the new measures enacted, key items include legislation allowing a grant program to help schools hire trained law enforcement officers, increased funding for all levels of education and protection of Mississippians’ Second Amendment Rights.

“During the 2013 session, the Senate addressed issues that will have an impact on the state for many years to come, and I appreciate each member of the Senate who worked hard to ensure Mississippi stays on the road to economic recovery and continues to encourage the creation of better, higher-paying jobs,” Lt. Gov. Reeves said. “I appreciate working with Speaker Gunn to enact strong, conservative policies to push Mississippi forward.”

Key notes from the 2013 legislative session include:

Improving public education

The 2013 session will be remembered for the successful efforts to reform education and raise academic achievement for every student. The first steps toward school choice were made with the creation of public charter schools and legislation to end social promotion of students who cannot read at grade level.

“Mississippi students will rise up to meet these new standards for academic achievement, and parents will respond by demanding better from principals and teachers, many of whom work hard for public education every day,” Lt. Gov. Reeves said. “A quality education provides a stronger foundation for a well-trained workforce to grow Mississippi. We need graduates who are ready for highly skilled careers that pay well and will keep our children and grandchildren in Mississippi.”

The Legislature approved House Bill 369 creating public charter schools in D- and F-rated school districts with approval from a state authorizing board. School boards in districts rated as A, B or C can veto a public charter school application and deny giving parents educational choice. While Lt. Gov. Reeves pushed for a stronger public charter school law, he believes the new law will help foster demand for school choice across Mississippi.

Other measures passed include Senate Bill 2347, a “Third-Grade Gate” that measures literacy skills for students in Kindergarten through third grade, provides intervention programs for students needing assistance and requires third-grade students to meet reading standards before moving to the fourth grade. Gov. Phil Bryant’s Education Works package, Senate Bill 2658, established a $15,000 scholarship for students who score at least a 28 on the ACT and a 3.5 GPA and plan to enroll in a teacher education program. Reeves Attacks Bill Minor for Attacking ALEC

Today, Tate Reeves addressed the 40th annual confab of the American Legislative Exchange Council in Chicago.

In praising ALEC, Reeves took a shot at venerated Mississippi columnist Bill Minor.

Reeves said:

"Well, a few months ago he decided to attack ALEC," he said of Minor. "You see – Mr. Minor doesn’t believe legislators from around the country should gather to share ideas on how government can get out of the way so businesses can grow. Even more sinister, legislators also listen to businessmen and women on ways to add jobs and raise the personal income of our constituents.

Know that Steve (Seale) wasted no time in setting Mr. Minor straight on ALEC’s purpose – to act as a “forum for lawmakers to share ideas, grow a stronger Democracy and help make government work more efficiently and effectively.”

For the uninitiated, ALEC is like an Obamacare health-care exchange for conservative legislation. It's where conservative lawmakers shop for conservative legislation to earn political support of conservative voters.

MISSISSIPPI WORKS TO STRENGTHEN BUSINESS CLIMATE, LT. GOV. REEVES TELLS LEGISLATORS, BUSINESS OWNERS

CHICAGO – Mississippi is open for business and seeing success in attracting more jobs, Lt. Gov. Tate Reeves told a crowd of legislators from around the country at the 40th Annual Meeting of the American Legislative Exchange Council.

Lt. Gov. Reeves recounted legislative successes to grow businesses and reform education at the closing lunch with economist Dr. Arthur Laffer, who was member of President Reagan’s Economic Policy Advisory Board. Because Lt. Gov. Reeves was a featured speaker, ALEC funded his trip, and no taxpayer dollars were spent. Former Florida Gov. Jeb Bush, Oklahoma Gov. Mary Fallin and Iowa Gov. Terry Branstad also spoke at the meeting.

“With every bill that crosses my desk … I ask ‘Does this help the private sector grow and create jobs for Mississippians?’” Lt. Gov. Reeves told the audience. “That’s the approach we’ve tried in Mississippi. It’s working.”

In ALEC’s Rich States, Poor States report, Mississippi earned the 10th best economic outlook of all the states. The U.S. Bureau of Economic Analysis ranked the state’s GDP growth rate 17th in the nation after the economy grew 2.4 percent in 2012.

Lt. Gov. Reeves cited the 2012 updates to the workers compensation law, the $150 million tax break on inventory costs for small business and the Attorney General Sunshine Act as ways Mississippi is improving the business climate. He also spoke of education reform efforts in 2013 to provide students with a better opportunity for success.

“We can’t have a strong business climate without a strong workforce,” Lt. Gov. Reeves said. “And we can’t have a strong workforce without better education. It’s a simple formula, and one Mississippi has to master.”

Report: Ole Miss Should Rethink Symbols, Create Top Diversity Post

Today, University of Mississippi Chancellor Dan Jones released the following recommendations regarding diversity and inclusion:

In the summer of 2013, an expanded Sensitivity and Respect (S&R) Committee

completed its review of the university’s environment on race and related issues.

Following the committee’s report, two consultants with relevant experience at major

universities were assigned separate but complementary tasks. One was charged with

evaluating the University of Mississippi’s organizational structure related to diversity and

inclusion, and the other explored issues the committee raised concerning building names

and symbols. (Both consultant reports are attached.)

We are grateful for the good work of the S&R Committee and our independent advisors.

Consultants Ed Ayers and Christy Coleman have been leaders in Richmond, VA, in

establishing a more balanced view of history for that community, where symbolism has

been a prominent topic. Their recommendations encourage us to broaden the visible

symbols of our history to be more intentionally inclusive. Greg Vincent offers insight

about our organizational structure out of his own experience reorganizing the approach at

the University of Texas, where they adopted several time-tested practices implemented at

other flagship universities, including creation of a new senior level leadership position

with a focus on diversity.

Both of these reports are candid in suggesting that more can be done here to improve our

environment for diversity and inclusion. Both also note the good work and positive spirit

for continued progress in our university. Our success in improving diversity within our

faculty and student body has been dramatic, but we can do more. And despite negative

publicity related to recent bias-related incidents, it is good news that the number of

minority applicants to the university continues to increase each year. In addition, the

improvement in diversity within our faculty has been extraordinary, placing us among the

top three flagship universities in the nation in percentage of African American faculty

members. Still, we can and will do more.

It is my hope that the action plan outlined here – reflecting the hard work of the S&R

Committee and our consultants – will prove valuable in making us a stronger and

healthier university, bringing us closer to our goal of being a warm and welcoming place

for every person every day, regardless of race, religious preference, country of origin,

ability, ethnicity, gender, sexual orientation, or gender expression. We know that the

issues discussed here are associated with many evolving attitudes and opinions. There

were and will continue to be differences of opinion among us. But I am encouraged that

while our discussions over recent months were frank, even tough, they also were civil and 2
