In one of her first actions as Jackson’s public-works director, Kishia Powell requested a review of the water department and the performance guarantee of the Siemens contract. That review concluded that only a portion of the savings, about $40 million, are truly guaranteed, while the city would have to make dramatic cuts to realize another $80 million in savings.
