In a presentation last week to the Joint Legislative Budget Committee, MDOC Commissioner Chris Epps told lawmakers that the agency needs an additional $4.3 million in the current 2013 fiscal year to build a youthful offender unit (YOU) at the Central Mississippi Correctional Facility in Pearl per a March court order.
