Or, can someone interpret this sentence from this editorial?

I had to read the sentence three times in order to understand it. I think that "even those who believe in tightening immigration laws" just have just said "we" or "Mississippians". That would have made it a little more concise.
As for the comments after that, wow. There sure was a lot of generalizing about Hispanics and crime. I thought crime transcended race.
